another question about my question, planning the downlighters

will try to not make this too long, but ive drawn a lovely picture below to help my explanation on what i need to do. Basically need to work out where i need to put the downlighters in the kitchen. (want to try to marry the lins up but one company is fitting the exension then our electrician will complete the kitchen later on ) I remember one of the electricians saying that because we are having a bank of floor to ceiling lights he wouldnt have the lights too close to the wall of units something like 300mm away (So the light doesnt oblitirate the front of the cabinets) also i appreciate that the downlighters over the tops should be slighly in front of our head so not to cause any shadows.

the blue lines are the new extension and the orange is the exsisting house.

Are ther enay rules about this kind of thing!!
