Non-paying bidder - negative feedback

I would like to leave negative feedback for a non-paying bidder, but am reluctant to do so for fear of receiving the same in return (once bitten twice shy - happened to me in the past). According to ebay, you can leave feedback up to 90 days after the auction ends, so my plan was to wait until the 90th day, but I am sure I have read on here somewhere that you can leave feedback after the 90 days - can anyone tell me if this is really so and, if so, how can you do this. I am very frustrated with some aspects of ebay.

    If you've gone through the non-paying bidder process to reclaim your final value fees, then if they did not reply they cannot leave you feedback

    Unfortunately, once I started the non-paying bidder process she did reply (ignored my emails before that) - she made up a !!!! and bull story that her daughter bid without her knowledge and that the garment, which was a size 8McKenzie top wouldn't fit her daughter - funny thing is a few days later I read her feedback and she had purchased another McKenzie size 8 top from another ebayer for a lot less than the bid on mine and said her daughter was delighted with it. She said she hadn't replied to my emails because she works away a lot, but funny thing is she had been bidding and winning other auctions all the time she was ignoring my emails. I decided to close the process as I wasn't getting anywhere, but I think she deserves a negative.

    The whole point of feedback is that it gives other users an idea of what to expect from the recipient. If there's a bad'un out there I'm sure we'd all like to know.
    I've left 13 negatives and never had a retaliatory.

    I suppose I have left about 25-30 negs in my time and have only one retaliatory neg on a secondary account. As for being safe after 90 days, that one neg of mine was left approx 5 months after auction ended.

    I would agree with the others - leave the negative feedback and take the risk - I've left five in my time and taken one retaliatory neg - funny enough, the next buyer sent me a lovely email when he realised this **** had taken my 100% - the guy who left me the neg was NARU within three weeks as two others then followed suit and left him negs/strikes as well.

    I am in this position also. I bought some items from someone and when I got them they were nothing like as described. I e-mailed them to try and resolve the matter and they said if I left bad feedback so would they.I don't really want to loose my 100% feedback for the sake of £20 but I annoyed that they will get away with it.
    Any advice ?
