Gas help please

Myself, my partner and my 5 year old son are having to move in with the MIL (mother in law) due to our house being repossessed the end of this month.
The house is an utter state and we have already been working on clearing it and redecorating for the last two and a half weeks. It is a council property and she has refused all work to be done on it in the past. We have now changed this and have got her on the list for a new kitchen, bathroom, complete rewire etc etc.
The property has no gas into it. We are going to get central heating fitted, so no gas is obviously a problem. My partner said he will get a gas meter fitted in his name. Now the problem is, who with and what sort!?
She has an electric meter and uses the key payment scheme to prepay. I won't be able to budge her from this, so I think we are looking at having a prepay gas meter too.
Can anyone suggest who may be the best company to do this with? I also noticed the staywarm scheme, as she is over 60 do you think that may be worth using?

Just to update, I have called National grid to get the pipe checked to see if it can be used. They are sending someone to do that and I am hoping they find the pipe is live.
Once that is done we need to arrange for a meter to be fitted. We were told by British gas that it is on average £30 more expensive per year to pay by a meter. As she has the electricity through British gas, she would get £15 sent as a cheque for a discount.
I am not sure if this will be the best deal as we have no idea what the gas usage will be. I was quoted £109.99 a month on the staywarm scheme for a 3 bed house :eek:0
