Non Performing Seller Strike?

Ive heard people saying about non performing seller strikes, what are they? And how do sellers get them? Is it just if they dont send an item?

Sellers have to be reported to ebay by their buyers, either with specific information on a transaction, such as non-receipt, or extra charges applied to the invoice, or by receiving too many non-positive feedback and low star ratings.

So a seller writing to you saying 'i cant sell this to you as i didnt make as much as i expected and i underestimated the postage so have refunded your money' does that count?
And how do you report people? Or do ebay do it themselves somehow?0 -
That would be a non-performing seller.
They have offered the item, you bought it, and now they are refusing to sell the item to you. Nothing you can do in regards to them selling you the item, but definitely a strike.0 -

If the item is still in your Won items section of your ebay summary, there is an option on the drop down menu marked Resolve a Problem. Different people see different things on the nexy page - you may have a contact number to call them, or a list of drop down options to email customer support.

I guess this was an auction listing - an auction is a binding contract, even on eBay, so I think you should file a 'not received' dispute. Ideally, you should communicate with the seller first, but it looks like you've done that. If they can't frame an auction properly (eg pay the fees for a reserve price) then you are not at fault, they are.
If it's a private seller and relatively new, give them some slack, if it's a business seller with a lot of transactions, then nail them hard. Judge your action on that scale. Hope this helps.A man is rich in proportion to the number of things he can afford to let alone - Thoreau0
