Dispute on Ebay help

Hi Guys,
Wanted some advice as i have a strange one and wondered if someone could recommend what i should do next. (I think i need to open a formal dispute with Ebay/Paypal).
I recently bought some aftershave of ebay but when it arrived wasn't happy. the bottle is damaged (lid stuck with selotape) and it doesn't spray properly. anyway i contacted the seller and this was the response, (a little strange):
i'm sorry you seem to have been duped with a substandard product but all the shoddy pertfume was place on this ebay account by my business partners wife who has run of with all the money and left me to deal with the ebay account. i suggest you contact paypal about this and i hope you do recieve your money back.
surely they should be sorting it out rather than me chasing paypal... however they have admited a bad product. i guess i should formally complain?

well you should open an item not as described dispute
you will need to return the item via trackable means
though given their attitude i wouldnt blame you if you just went for item not recieved0 -
