cruel dog walker - who to report to?

Hi all
There is a local dog walker who has been witnessed by me and some of my dog walking friends, hitting the dogs in his care:mad::mad: (either his own or those he is paid to look after) and generally behaving in a way that would worry me hugely if it were my dog.
When challenged he has told people to 'f' off and mind their own business.
I'm guessing the RSPCA should be my first port of call, but wondering if there is an official dog walking organisation - realise I am probably being very optimistic, but I really don't feel this man is fit to own dogs, let alone look after other peoples, who probably have no idea of his behaviour, when they have left their dogs with him.
Any ideas please?

try to follow him and find out who the owners are and tell them. If they're unhappy then they can remove the do from his care. If they have no problem then that's their problem.What's yours is mine and what's mine is mine..0

You could report him to the RSPCA if he frequents a certain location at a certain time each day , therefore catching him the act would be fairly easy , but if he goes at different times then you would need his home address .
Someone else maybe able to correct me but I thought professional dog walkers were licensed by the local council so again they would need an address if they were to look into it . Don't know what else to suggestBaby Thomas born 3 months early by emergency section on 21/1/09 weighing 1lb 15ozs .
Thomas came home after 3 months and 2 days in hospital weighing 5lb 15ozs
Thomas weighed 21lb 4ozs on his 1st birthday , a total weight gain of 18lbs 5ozs !

Good thinking, I forgot about the council, will give them a buzz tomorrow morning and check.
