Is this sellers refund policy legal?

actually if you look at the bottom of any 'transaction details page in paypal you will see the Refund section, there which it says:

Refund:

You can issue a refund for up to 60 days after the original payment was sent. PayPal refunds the payment and fees, including partial fees for partial refunds.....

I agree with that bit, as a seller I can refund up to 60 days and reclaim my fees. This thread though concerns a buyer being able to open a chargeback, which is only possible for 45 days.

Thanks everyone for your advice.I sent a formal refund request via ebay for one item and it was accepted,this was after they had refused to accept via my e-mail request.Ebay would not let me send a refund request for the 2nd corset as they were paid for together,the info said I had already requested a refund on one item from the same sale from the same seller(or something along those lines)so couldnt request it for another item.Seems a bit odd to me but thats how ebay do it for now,so I have opened a not as descrided case for the 2nd item vis paypal and hopefully the seller will respond amically to that also.
