Central Heating warm even though it is off

Just moved into a new property and still getting to grips with the Worcester gas boiler/hot water system. The heating is off and the water is set to continously on. i have noticed that even thought the heating is off some of the radiators felt warm. I turned the controls on the heaters to the 0 off position and this stopped the problem except for one heater which even though it is on the off position still feels luke warm.

What could be the problem here? As I say, the heating is definately switched off.

you will always get some bleed from the valves on some radiators and the warm water is linked to having the boiler on for hotwater
even though the heating pump is off the warm water will move around abot

When we rented from the local council we had the same problem of our radiators staying warm even when the heating was switched off. While I had a plumber out to fix a radiator leak I asked him about it and he said we needed a "non return valve". Unfortunatly the council would not consider installing one for us. We have since bought our house and I asked the engineer who was servicing our boiler and he said it would cost about £200 because of the work involved which would have to include draining all the radiators. Not sure if this is the case or not but £200 was certainly enough to put me off having it done.
