Problems with Ebay Member

I filed a complaint for item not received as I waited three weeks without no contact or delivery. The item finally arrived so I cancelled that complaint to start an item significantly not as described complaint as the item was full of rust didnt even work and cost me around £50! The computer however would not let me do this. I contacted Paypal and this is my reponse:

PayPal understands your concern and desire to resolve the dispute in
question. However, once a Buyer Complaint has been cancelled, it is
considered resolved and cannot be reopened.

We encourage you to continue to work with the seller for a mutual
resolution. You may also wish to seek other avenues of resolution such
as an auction website if one was used to conduct this transaction. We
value your business and regret that you have had this experience. To
avoid similar experiences in the future, we recommend that you read our
Buyer Complaint Policy by clicking on https://www.paypal.com/bcp or copy
and paste entire link into the address bar.

I'm a premier member but something tells me this wont make a blind bit of difference! Can anyone advise me on what to do? I have left bad feedback and the seller ignores me no matter how many times I contact him. Thanks for any help!!! Anna

    Did you pay by credit card? Could you do a chargeback?

    Try ringing your card issuer - even though it was a debit card - and see if they can do anything though it may be difficult as you actually have the item!

    Have you tried pulling the sellers contact information including phone number off ebay and contacting them?

    What is the sellers feedback like?

    that email is an automatic responce i had the same.PAYPAL IS A TOTAL JOKE they ALWAYS favour the scammer/fraud and never look after the inocent people.
