    Yes and No.

    Simple answer!!!!

In setting up an Ebay account these days, you either need a "Real" ISP (like AOL, ticsali etc) to get away with not entering credit card details. You will need a credit/debit card if you want to use a throw away email address like gmail, hotmail etc.

For Paypal, a debit/credit card is great. You can get away with a basic account, but when you want to pay and you have no funds in your account, paypal will deduct the monies from your account via bacs and pay the seller with an e-cheque taking up to 10 working days. Needless to say, most sellers are not happy about this.

To fund your paypal account, it will still take days and days to deduct money from your bank account by bacs. Not fast.

Don't even the very basic bank accounts have either Solo or Electron?

I have the most basic bank account with Natwest (Step-Account) and I have a Solo debit card.

I believe you can open an eBay account without having a debit or credit card but you will only be able to buy and not sell.

For PayPal I'm sure you would need either a debit or credit card.
