Electric cards in rented properties

I am renting a one bedroom flat and the landlord has a electric card meter system that costs £2.50 a card for which I receive £2 of electric on the meter. My monthly bill for a one bedroom flat comes to between £60 to £70. I only have the usual uitilities and powersaving bulbs etc..nothing excessive..not even a dish washer..but feel I am being ripped off by this system. Can I do anything about it? Can I buy the cards from the source direct rather through the land lord who I feel may be "skimming". I have tried to approach him but i never get a straight answer. He was going to change to a key system but has decided against it as the conversion will cost him too much money. Thank you for any advice.
