No, there are a whole "cartel" of sellers doing this. If you went international you could soon pick up 100% feedback. There's at least one regular contributor to this forum who does this to boost theirs.
Have a look at this auction. Seller is a software pirate who's account was suspended last week so he had to start with a new one. You'll see he's keeping his feedback private although on the face of it it's quite good.
But if you then do an Advanced Search to see what he's been buying you'll see this. He's bought 40 1p or 1c eBooks.

Another reason why, taken in isolation, feedback is completely meaningless.

eBay feedback is rounded to 1 decimal point - so when your feedback reaches 99.96% ebay will show 100%

Well I had one negative six months back and I have gone back to 100%. I have sold only 100 or so items, so I guess it is also a time expiry thing?

Nothing at all to do with time. It is exactly as Apprentice Tycoon has been saying, one negative per 2000 positives will get you back to 100%. As feedback stands at the moment negatives never 'expire'.
