will I need a tv licence

does a doctors surgery require a tv licence to play information videos on a portable tv that has been modified to play video's only, ie the tuner has been removed, likewise is a licence required because there is a radio cassette/cd player playing background music in the waiting room.
To me the answer is obvious but does anyone know the actual correct procedure.

I'm no expert but as far as I know, if a TV or Video capable recieving a transmitted TV signal, then you need a TV Lic's, even if it is only used to display taped material.
If any form of copyrighted music/material is played in a public area, then I believe an entertainment licence is required.
If unsure I suggest you contact your local council for information about entertainment lic's and the TV licencing authourities, just so you know for sure where you stand.

You can always get more with a kind word and a 2-by-4 than with just a kind word.

The actual law is if you use a tv or other device to receive or record t.v programmes you need a license. I have a t.v. in my flat but as I only use it for my xbox360 I do not need a license. However in this situation you need to let them know and they say they will send someone out to check everything is alright... well i've been waiting since christmas for that. If in doubt write/email to them telling them you're exact situation

  • I'm no expert on this, but as far as i'm aware you don't actually need a licence if the tv is not hooked up or equipped to receive tv broadcasts.A friend of mine used to work in xtra-vision(a video rental chain) and they don't need a tv licence.

I think the same, you said it's information videos, probably NHS or local info and they will have the appropriate permissions. Radio's don't need a licence.

Mat is right, if you have a TV that is not used to recieve broadcasts there is no need to purchase a TV license. My friend has a TV at home that he uses only to view educational videos and has been told that there is no need to buy a license if he doesnt view any TV broadcasts.

However regarding playing recorded music, it is slightly different since one has to pay out money to the performing rights society, i believe it is an annual fee, otherwise you would have to strictly enforce a rule stating that only copyright free music can be used on the CD player.

Even if the CD player is in the receptionists area and can be overheard slightly in the waiting room,I believe the performing rights society can come chasing for the fees!!

You don't need a tv license for playing pre-recorded videos on a tv regardless of whether you have had it modified to remove the tuner or not.

As far as playing music I can't say what license or permision you need for that but I imagine you would have to pay something as Rjohnmatt said

  • If you have a radio or music playing in the waiting room I'm sure you will need a Performing Rights Society License. You will alsp need a PPL License.
Try this site http://www.davidnewham.co.uk/lic-link.htm It seems to have all the links to all of the licensing bodies..which should give you the definitive answer. Hope this helps

I was in the same situation for 2 years matL, I only used my telly for games & dvds. had the aerial unplugged & I detuned the set

I wrote & told the TVL people, they said that was fine but they'd send someone to check. they never did get round to it though, so you may have a long wait for that visit :D

Tell them you have a huge LCD with HD DVD and an Xbox 360.

I'm sure they will be round quick enough to check out all that cool stuff!

When they do call round, give them a nice comfy recliner to lie back in so they can enjoy a DVD while you poke around in their molars and ask whether they're going anywhere nice on their holidays.
