Timeframe for paypal chargeback?

I sold an 18 month old LCD monitor on ebay back on the 5th September and they paid on the 10th September.
Comms was good initially but about a week after it arrived with him i got an email saying there was a scratch on the rear casing of the monitor and therefore to avoid him leaving negative feedback he wanted either a partial refund or to return the monitor for a full refund including his return postage costs. The monitor sold for £84 with £14 Parcelforce 48 postage.
I replied saying i was surprised to hear of the scratch as the monitor as it had been opened when new in our spare room and never moved from the computer table there since. Also i had checked it prior to packaging, but that i was prepared to consider a minor cash adjustment as a goodwill gesture.
His response was that he wanted £25 back (making it almost 1/3 off the price) as i would have to refund him £15 postage and all my hassle in reselling it and if he didnt get that he would leave negative feedback.
What doesnt sit well with me is that from the off he has mentioned leaving negative feedback if he doesnt get his way (in 4 emails now) and also the amount of cash adjustment seems to be related to return costs rather than the actual impact on the value of a used monitor.
I've replied saying that i thought £10 would be my limit on a partial refund, given it was a used monitor, and the (alleged) scratch is on the rear.
NOW, to get to my point. I will happily take the hit on the neg if he wants to be smart as i will just follow it up with a comment explaining the situation and i have no other negs anyway, but if he goes down the paypal refund route, is it 28 days / 1 calendar month / 3 months that he has to do so?
Thanks in advance
Paul

Personally I'd take the neg with no partial refund. Item is described as used, scratch on the back is not unreasonable on a used item, doesn't affect it anyway.
If they go via paypal claim you'll lose your £14 shipping, but they'll have to return via trackable means at their OWN cost.
Report them to ebay for feedback extortion, as that what it seems to be.0 -
I would contact ebay and let them know the the buyer is using feed back extortion and threatening you with negative feedback unless you give him a partial refund.
I would send him a polite message saying that if he's not happy with the item, then to open up an "item not as described" dispute. He will then be expected to send it back at his own cost, and you'll have to refund him the initial postage and item cost.
If he does leave a negative, just reply to it calmly saying "buyer threatened negative feedback if I didn't give a partial refund. avoid".
Ebay might remove any neg given the guy used feedback extortion!Should've = Should HAVE (not 'of')
Would've = Would HAVE (not 'of')
No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)0 -
Scratch on the back? How is that worth £25? The guy is just looking for an excuse to try to swing a discount. Don't let him get away with it.My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
I agree with pinkshoes. Tell eBay that the buyer is using feedback extortion to try to get a discount. If they do leave a negative, eBay should remove it.Undergrad law student. Take my advice with a pinch of salt! :rotfl:0
