Results on survey report

Hello, I just need a little advise regarding the survey report for a property which I am hoping to buy.
The main urgent action highlighted on the report states that I should repair the roof covering.
The report states: the roof has been lined with building paper which has rotted and requires repair/renewal. Whilst this can lead to rainwater penetration, we do not consider the risk significant enough to warrant the costly work of installing a new roof lining at this stage. Nevertheless, until this is undertaken, the roof coverings should be kept in good condition at all times.
Sorry to sound silly, but in order for me to try to obtain quotes for the job, what is the roof coverings? I'm guessing the tiles but not sure.
Also, is this expensive? and if the report values the property the same as the purchase price, is it still fair to renegotiate for the work to be done?

Yes its the slates, tiles, thatch etc
Renewing the building paper lining, probably with felt will need the existing tiles or slates to be taken off, unless the lining can be patch repaired from inside the roof, which depends on the extent of the decay. This work may cost a few thousand depending on the size of the roof and I would try to negotiate this cost off the purchase price.0
