Gas not paid by previous tennant, help

Hiya All

I'm a newbie on here and wondered if you could give some advice? We have just signed a lease for a property on 3rd September, after we got all our furniture in we realized we couldn't get the gas working so as you do, we phoned the plumber. He came out and told us we don't have a meter, surprised!!! as surely the landlord should have had this sorted before he rented out the property?? Anyway we have chased them a number of times and still no further forward, me my husband and my 6 month old baby are living in my sisters bedroom :angry:

Does anyone know our legal rights, i'm pretty sure this is against the landlords act.
