Scottish Hydroelectric

We use scottish hydroelectric for electric only. We have to use propane for our heat. Our direct debits haven't been covering our bill so it has been increased to 144 pounds a month in order to catch up. We live in a 3 bedroom bunglaow. I spoke with hydroelectric about this and they suggested taking readings for 5 days to see if they flucate alot. I have also gotten a better plan monitor which flucuates alot but have been told can get interference from other houses. I have since unplugged items not being used, not using the dryer but hanging up clothes outside as much as possible, washing dishes by hand instead of using the dish washer when able. So here is the problem I was told that I should be using around 4600-5000 units a year which I use in 6 months. So started taking
readings daily and there hasn't been much change since I made changes in the house. If I average the daily use and multiply it out for a month it ends up being about the same? What do I do next?
