Outlook Express "issues" !!

The connection to the server has failed. Account: 'mail.tesco.net', Server: 'mail.tesco.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

Internet is connected.
Also have been having a bit of bother with sending recently. Messages are going out but are reporting as not sent. If you are on my email, this will explain multiple emails from me!!

Any advice gratefully received please .
