    Houses are selling if priced realistically.

    All fair and all correct. Sorry but you won't get far complaining to the Council and I have a feeling the discount is discretionary anyway so might do more harm than good complaining.

    The discount is set in statute and isn't discretionary. The council can vary the rate within a framework of 0% - 50% discount but must choose 1 rate and apply it all cases when the property remains unoccupied and unfurnished after the end of the 6 month class c exemption.
    Worth noting though, I did discuss with the council, if you moved in and out again quite quickly, you can trigger the empty discount again (I was worried if tenants moved out after 6 months would I be picking up 90% of the bill but the discount would start again).

    There needs to be a 6 week period of occupancy before the Class C is available again in full - anything less than 6 weeks and you would only get the remainder of any Class C that hasn't been claimed already.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
