What to do with spread of investments?

Hi,
Seen a couple of questions here about investing, so thought I'd get some advice.
I'm wondering what is the best way of investing my savings. I don't have any property or mortgage, & much of what I earn is spent on rent & bills.
Cash ISA (Interest: 2.5%) : 22k (80% of total)
Stocks & Shares ISA: 2.5k (9% of total)
Normal Savings acc (Interest: Not sure but probably very low!) : 3k (10% of total)
I've generally dripped fed into the Normal Savings account, and then moved the full ISA allowance in April. So I have majority in conservative savings which I prefer. But I'm wondering if I should invest more in shares that I pick myself and whether this is possible if I already have a stocks and shares ISA?

If you want to be conservative then buy index linked certificates and then speculate with shares or funds I guess.
index linked is tax free afaik0 -
Into cash ISAs, tax free.
Your share portfoliois are really too small to count, make sure that they are high yielding shares (4.5% upwards).
