Installing an OS is pretty easy - just answer the questions on-screen.
I'd highly recommend skipping vista and installing 7, though0 -
With an install disk it's dead simple.
No that isn't worth the money, you could get one with the same spec and an OS and from someone more reliable than ebuyer for the same costIt's taken me years of experience to get this cynical0 -

Spec looks good, but the lack of OS could be expensive and a pain.

Some laptops are easy and some are a pain (in particular Acer).
And it depends which OS; Vista should be one of the more straightforward and that machine looks to have plenty of welly.0 -
Installing an os is extrememly easy to do, yes im sure you can find a guide to help but you shouldnt need 1 as its self explanatory0

Have a look on Amazon for the prices of the various variants of Windows 7 (when available). Then probably decide that paying retail for the operating system is not such a good idea as buying a laptop with an operating system already installed which has cost the manufacturer considerably less than you would pay!
Best to decide first what features you want in a laptop, otherwise your question becomes rather like "I want to buy a car, which should I buy?"...0
