Welsh bursary

My daughter has gone to Leicester uni to study social work. As she is a welsh student studying in England she can not apply for a NHS bursary of £4575 instead she has to apply for a Care Council for Wales bursary of £2500. She is immediately at a financial disadvantage, is this discrimination? If anyone knows of any top ups or has any advice relating to this, I would appreciate all help.

Its not discrimination as its not forced upon her. She chooses to study in England she has to go by the rules.0
