Why EA doesn't mention about loft space?

    if you fit a dormer (ie projecting) then yes pp required

    If you fit a Velux then no PP required.
    If you install a dormer *probably* no PP required either.

    Iif you are blatantly overlooking someone's living room then you are going to need PP for it. It's more likely to need PP if it is on the side and looking into someone's house. Rather than go into the exact whys and wherefores of all different possible combinations, you are far better talking to planning about it with pics of the house... or putting in Velux style rooflights. We have them in our barn and they are just as practical, in fact they must let in more light than an equivalent sized dormer which is much more expensive.

    Really, you need a structural engineer to tell you whether the joists meet safety requirements. If they are simply ceilig joists then they are made to hold up the ceiling downstairs. They are not made to take heavy weights like beds full of people, however irregularly they are used; your priorities are wrong - joists first, then see about windows.

    A dormer window will need planning permission if it's on the front or facing a road. It won't need planning permission on the rear (unless you live in a conservation area, AONB or National Park, in which case it will need permission wherever it is). A velux winodw will only need planning permission if there is a condition on a previous planning permission stating that no windows can be inserted at first floor level or above - most common in more modern developments.
