Contractual Changes

Is anyone able to help with this please?
If a service provider (a childcare setting in this instance) wishes to change the terms and conditions of a policy is it ok to simply sellotape a notice to the front door saying that a policy has changed? Should they provide a new written policy to each person and make sure they know about the changes?
I ask because a change to a policy took place which was misinterpreted by myself and others which has cost me money because I did not comply with the terms and conditions of which I was not aware (confusing I know!). The nursery will not now refund me.
