Street light shining into bedroom window, council won't help!

A month or so ago I reported to the council that a streetlight is shining into my bedroom window. I have a blackout blind and a venetian blind, but the light is so bright it still shines through.
The council said they would send someone to take a look and see if they can put a shade on it. I hadn't heard anything from them so called again today and was told that they can't do anything about it as it is wall-mounted.
I asked if there is any chance it can be moved or dimmed, but they refused. I even offered to pay!
Do they have any obligation to do anything, or should I just leave it?
Thanks!

I can't say I haven't considered it!
I'll try a letter, I suppose it won't hurt!0 -
Was the light recently installed or upgraded, or have you moved in and it was always like that? If your house fronts straight on to the pavement, they probably can't put anything on the lamp that would prevent the light from hitting your window without affecting the light coverage on the road below.0

Write a letter it worked for us many years ago. Our council installed new lights outside our house on the path and they was facing our house and was like being in daylight at night. Told the council and got them to turn the whole lamp post around to face the green area LOL. Got home one day and they had turned it around.
