Laptop Battery

I bought a laptop about 2-3 months ago from Ebuyer, its an Acer Aspire. Since i have had it, it has never run off the battery, always the AC adapter. The first time i put the battery in it charged up from 0% to 70% and wont go any further. When i try to turn the comp on without the ac adapter, just the battery, nothing happens, like the battery is dead. I have never had a laptop before, so not sure if the constant 70% charge is normal or what, but i'm aware that the computer not turning on when run from battery is not normal :)
But if i am doing something wrong, e.g settings, turning it on a special way from battery etc. please could someone help. Otherwise i think the battery might be d.o.a or that the laptop is broken and is not accepting the battery.

    Certainly all laptops I have had (personal and work) charge the battery to 100% (or sometimes 99%) and just turn on as normal when booting from battery. There are seperate power saving/ performance options for when running off mains or battery but I have never heard of anything else.

    Unfortunately diagnosing which is the problem out of the battery and the laptop itself is going to be difficult to do without knowing someone else with a compatable battery/ laptop.

    Worth phoning/ emailing Acer to check.
