Paypal chargeback

I paid for an item through paypal and I haven't received it. I paid £47 for the item and I put in place a paypal charge back when the seller would not respond to any emails or answer the phone on the number listed on ebay contacts.
Paypal found in my favour but I only got £32 back as they say this is the maximum amount covered by paypal buyer protection.Paypal say that they will try to recover the rest of the money from the seller.I don't think I will get this as the seller has had negative feedback for everything they have sold but all positive for everything they have bought. Feedback was 100% when I bid on this item.The seller has since contacted me to ask whether I got my refund and to say that they had posted the item the day after I had won it.Why has paypal not given me all the money back I paid for this item.
This is what paypal say in their confirmation e-mail.

We've reviewed the evidence in this case and decided in your favour. As a
result, we have recovered funds from the seller, and 32.00 GBP has been
credited to your PayPal account. This is the maximum amount covered by
PayPal Buyer Protection.
If your claim was for more than the amount covered by PayPal Buyer
Protection, you are entitled to be paid the balance of the claim by the
seller. We will make our best effort to recover the balance from the seller.
Please be assured that we will take appropriate action against the seller
if the seller's account has insufficient funds to complete the refund owed
to you.

go to your credit card company for the other £15 worth
paypal are regularly in the habbit of removing a £15 transaction fee for chargebacksmoney saving my @rse.
I've spent 10x as much as I would if I had never discovered this website :-)

I paid for the item with cleared funds paid in from my quidco transactions.:(sometimes you're the pigeon, sometimes you're the statue!0 -
It means the seller only had £32 in his/her account, you wont get anymore unless the seller has more people pay into that paypal account.0

What has happened here shows the difference between the PayPal Buyer Protection policy and the Paypal Buyer Complaint Policy. If the item had been covered by the former there would have been no fee but this claim has come under the latter, which incurrs a £15.00 fee. See here

I'm not even certain from the content of the email whether the original poster has even got the £32 back because it would be dependant on what was in the sellers account. OP - have you checked you actually been credited with the £32? To recap - if the seller doesn't have the money in the account you won't even get the £32 back, if the seller does have money in their paypal account you'll never get more than the total cost - £15 if they are not covered by the PayPal Buyer Protection policy. The moral here is never to use paypal funds for anything that isn't covered by the more comprehensive PayPal Buyer Protection.

I paid for this item on Thursday 20th April 2006 by paypal.I paid the higher rate of postage for quick delivery. I e-mailed the seller on the 27th April 2006 to ask if the item had been posted and a tracking number. Ah well, in your case it was the Buyer Protection Policy. I'm glad I put the "probably" in. However what I said holds true for others - there are 2 paypal buyer policies, one of which incurs a fee and one that doesn't. I'm still not sure though that it didn't go through the lesser policy. The T &C's of the Buyer Potection Policy indicate that you should get a refund of the full amount, even if there isn't enough money in the sellers account, and then it's up to paypal to recoup their losses. Was the Buyer Potection logo on the auction?0

I am sorry this has happend to you. Unfortunately ebay only can recover what is in the sellers account. It has happend to me and although payapl said they would persue it- you get nothing. So the reality is that you probably wont get the rest- however you did get something back.0

I always use a credit card when I pay with PayPal, a Year ago a bought a Cartier watch from the States, when it arrived the watch didn't match the papers or the box, the seller wasn't helpful so I lodged a Paypal claim, this was over $1200. Paypal weren't interested until I phoned them and told them I[d issue a chargeback on my credit card if they didn't pull their finger out.
I returned the watch and got a full refund.
ALWAYS use a credit card when paying by Paypal, it gives you the leverage you require with them.0
