I have tried to register with 18866 for their telephone service but cannot get the registration accepted because I have an AOL EMail account.
What would everyone recommend for a second EMail account? I am a Windows 98 user and would prefer a webmail account. Also are there any sign up ofers via RPoints or other referral sites?

GMail is fine if you accept the privacy implications.

Note that some people (and presumably organisations) are refusing to send email TO a GMail address, as their own emails are then subject to Google's storage and analysis methods.
