UP & DOWN arrows not working on my laptop!

This is driving me mad!
Normally I can scroll up and down pages using my up and down arrows but they are either not working or just jump to the top or the bottom of the page!
Any of you clever people know how to fix it?

This happened to me when i started using firefox instead of ie,try right clicking the scroll bar on the right hand side0
