    Yeh it's fine. You've done nothing illegal by sending a letter anyway. To be honest, did a quick Google and found this:

    Loads of methods in there for getting rid of cockroaches. Will probably be faster than getting the council to fix it. Cockroaches aren't exactly rare breeds in council houses so I doubt you're top of the list.

    If you can't be bothered to read the article it basically says fill in entrances where they can come in, set some traps, and have a good clean.

    Well they won't be swimming through the toilet, and I doubt much they'll be coming up the bath plug (unless of course the bath and shower are never used).

    There are gaps where they are coming in. You need to find all of these gaps and block them.

    You're after consumer rights.

    I've given you something better. It's called a solution.

    You can know all the rights in the world. The thing is this; the cockroaches probably won't comply with them. If their such a problem, just deal with them. That site I linked tells you exactly how to do it.

    If you really want something done now, then do it yourself. Stop waiting for everyone else to do stuff for you.

    The thing is this; if I had cockroaches in my house - it would be me that has to get rid of them. Why should you be any different?
