Foreign Exchange Fee on a GBP payment on Mastercard using Paypal

I've just been charged a Foreign Exchange Fee by my mastercard for a payment in GB Pounds via PayPal. Paypal gave me their standard gobbledegook response about AMEX (not relevant) and current conversions (not relevant either). It appears that the ebay seller was in Ireland and so the paypal payment was routed to Luxembourg and so Matsrecard treat that as beinga foreign payemnt even though no currency concersion was apparent.

Are you sure you didn't just misunderstand the amount due?
Ebay converts amounts into sterling, by default, if you have things set up that way.
What amount is shown on the ebay receipt for the transaction - is it in Euro or in Sterling?0
