Should I invest in NSandI Index Linked Saving Certificates?

I currently have 5K that I want to put into savings. I already have money in a wide range of saving and investment accounts such as Cash and stocks&shares ISA's, fixed term bonds, regular savers, premium bonds, pensions and fixed rate instant access savings accounts.
I was looking at the NSandI index linked savings certificates, I liked the fact that it's for a 3 or 5 year term, but the money can be accessed after 1 year if required, also they're tax free.
As they're linked to RPI, when is a good time to buy? What are peoples thoughts on NSandI ILSC's?
Has anyone got any other ideas where I could save 5K?

When are they a good time to buy? Whenever you think RPI is going to rocket.
