Is ING safe?

My husband has received a letter offering him a rate of 3.2% for a year and instant access with £20 credited to the a/c if he opens it by beginning of October.
I have seen reports that ING is being investigated and wondered if it is safe to put £40000 in there. We will need the money in a year's time so this seemed a good deal as we might need to draw some out monthly as well.
