My mate has a one bedroom house where the bedroom was massive, we added and drylined a partition for an extra bedroom, although this was very easy, the bedroom had two seperate windows and enough plug points so didnt need any electrics rewiring etc, although the second room doesnt have a big light only a lamp, which takes a little getting use to believe it or not. I dont think he got planning permission, and we did the work so I know there was no extra fireproofing so dont know what will happen when he sells it.
This only works as there was a lot of room in the first place, if your knocking down walls and rewiring I can imagine you would need some kind of permission.0 -

speak to your councils planning department0 -
There are no square footage restrictions on private residences. Planning is probably not an issue unless the building is listed. Building regulations will apply to windows, electrics etc. Your bedroom will need a window of a certain size for escape purposes.Everything that is supposed to be in heaven is already here on earth.
