I'd skip the option for printing photos. Buy a cheap printer just for printing documents - check the price of printer cartridges too.
You can still use a cheap printer for photos, the qaulity is ok'ish for the odd quick photo print.

For quality photo prints it is far simpler, easier, convient to use the online printing services - just upload and they come back in the post in a day or 2. There a frequent offers for free prints.

Printing photos at home requires a photo quality printer, expensive photo paper, and it takes ages - so boring waiting minutes for one photo to appear.

Pricing of replacement ink cartridges is very important, fine if you can find a printer that does not use chipped catridges and you can use compatibles instead to keep costs down.

I bought a Canon Pixma IP4000 a few years ago before they brought out the version that only took chipped cartridges and I use compatibles which cost between £6-£10 for a set.

Great quality for photo printing and dvd/cd printing.

I have recently bought a Canon MP540 for about £70. This is a scanner and printer combo. I have found compatible, chipped, ink cartridges for £3.99 (£3.49 if you by 3 or more of any one and deals for sets) from internet-ink. On getting my first delivery I was also given a discount code for all future purchases for ever at 10%. I have not tried photos yet but I agree previous comments.
    Good luck
