Citicards phoning me too often

With four blank answering machine messages yesterday and six today, Citicards must be trying to blitz me with some kind of offer. The number was 0800 013 0040, which when you phone just gives the message that Citi tried to call then hangs up.
It could have been about fraudulent activity but there were no new transactions so I called to find out what they were phoning me for.
The offshore call centre person said there was nothing wrong with my account and it was likely someone was calling about their latest balance transfer special offer. I asked whether they could stop calling me for marketing reasons but the person said no, only apply a total phone block. He also said they only phone once (not true - Citi always leave loads of blank messages over a couple of days every so often).
Is this reasonable or even true? I don't want a total block as if there was a dodgy transaction, I would want them to call me. I gave my mobile number for the same reason, plus I can say no to them after one call.
The call centre person did say that, now I have phoned up, would I like to take advantage of their 5.9% balance transfer until September. Thinking no, that's a rubbish stoozing opportunity, I said I have no cards to transfer from. He then offered to send a cheque to be able to do an SBT but I am going through a mortgage application so said I don't really want more credit.
To be fair to Citi, last month they deducted 1% cashback off my balance from a big purchase made a couple of days before the Christmas cashback started, without any prompting :j . It's just I would prefer not to get the balance transfer / payment protection sales patter so often!

A lot of call centres now have a telephone number coming up (which you cant phone back) to get round the people who have barring on anonymous callers.
Personally would just say to make sure your day time/ evening contact numbers are correct and when they do get hold of you you can just say yes or no to what ever it is they are offering. All posts made are simply my own opinions and are neither professional advice nor the opinions of my employers

Another three blank messages left yesterday but a call today from them when I was actually in and not at work.
They were promoting the 'special offer' 5.9% until September and some other loan that I wasn't paying attention to. However, the person I spoke to today did say that he could block all future marketing calls, so with any luck no more overloaded answerphone.
