    So the new supplier can't commence supplying until it has received notice confirming it's registration and it can't apply for registration until the expiry of the cooling off period, therefore it cannot take over the supply one day after the consumer agrees a contract.
    Consumers can and do waive their right to a cooling off period, this is more likely to occur when they are already with a supplier and are just moving to another property. The only flow of information that needs to take place before Supply Start Date on a change of tenancy is from the New Supplier to MPAS and as long as this is not rejected (advised overnight) then the New Supplier becomes the supplier. FYI my background is a freelance IS consultant who works in the utilities industry and provides input into the design of industry participant systems and also attends industry expert groups.
