Tiscali have just told me it will cost £99 for my phone line to be activated. I know for a fact it's been activated in the past so how can they justify £99 for somebody to flick a switch???

No, they have their own branded bottled water so consumers are the last thing they're bothered about.
Have you phoned around to see what BT, Sky and the PO can offer to turn the line on? It's worth phoning around especially as many do good deals if you sign up for 12 months.0
