House extensions

Hi this is probably something thats been mentioned before but I thought I'd ask just in case.
We're in the middle of buying a new house, the house itself needs major renovations and the previous owners have had permission granted for a 2 bed extension over the garage.
My question is this, in regards to finding the best builders for such a job and once found what actions can I take to protect myself from not being completely ripped off.
A friend suggested that some builders are required to sign contracts, so that if the work takes much longer then anticipated they are penalized.
Can anyone tell me more?
Thanks
Albert
