Non paying bidder that paid..help pls

I sold my dog cage on ebay auction for £41 on 10th sept,saying cash on pick up etc,Buyer paid by Paypal,i emailed them to say i had refunded it, as i had to have cash on pick up as i wouldnt be covered in case of chargeback etc, they seemed ok with that,and said they understood and said she would arrange pick up few days later with cash.
They are now not answering any emails and i have relisted it to sell it,but how do i stand with reporting them and getting my fee back? They technically have paid,so i cant do NPB.

All you can do is try a mutual on this one.
