Inconsistent and Problematic Letting Agent

I have a property that I rent out via a local agent. He is flaky to say the least and has got worse of late.
Rent payments often take up to three weeks to come through and he debits money without telling us. The best one was £40 for a TV aeriel adjustment - there isn't one at the property. This was last December and I am still waiting for a refund.
The same has happened this month to the tune of £60, although as the statement probably won't come through for a fortnight, I have no idea why.
In addition he owes us one weeks rent from May where the previous tenant delayed their move out date - again I am still waiting for this.
His website does not state that he is ARLA registered.
The current tenant has a 6 month agreement and will be there until Jan 10. What can I do? Is it possible to move to a different agent when I have an existing tenant. The threat of it may be enough to make him pull his socks up........
All suggestions welcome!!
