Scottish Gas stink

I have just been sent a gas bill for the amount of £505.45 - suprisingly it's for usage since July!!!! - We have not used heating and only used the gas system to heat water.
Here is the problem - I moved into the property on July the 4th. I advised Scottish Gas about the move however they didn't have records that there was a credit meter in my property as a new one was installed in November 2008 but they never updated it.
I have phoned them, e-mailed and advised them in writing about the new meter details and that the meter reading when I moved inside the property was of 1305 units. However, on the bill it says that the reading was of 563. They never came out into the property to read the meter.
Now the reading is 1342 however the start reading is set at 563 rather than the 1305 which has caused the massive problem.
Now looking further I actually find the reading was set to zero!!
This is a copy from the bill online:

Total cost of gas used £ 491.89
Gas units are converted to Kilowatt hours using the following formula:
metric units
used
calorific value
volume correction
to convert to kWh
gas used expressed in kWh 0 x 40.1500 x 1.0226400 ÷ 3.6 = 0.0 The above conversion is based on your first meter read.
I have got in contact with them but they have advised that that's the readings they have therefore the bill is correct. Obviously and specially for a two bedroom terraced property, it's common sense that such gas usage is absolutely impossible.
I have complained and everything but nothing has got sorted, I don't know what to do.
