i think you should turn this round the other way.
lets start with what you think needs doing and why
you said about your windows, are they already upvc or are they wood, if so, have they rotted, are all of them rotten?
are windows the only things that need doing?
what quotes have you had, 16k sounds a lot for just windows although you may need other things doing
what things are you able to do yourself, diy i mean?
have you posted questions on the diy section here, asking about the works and how much and what you can save on or do with limited help??
at the moment you have a fairly high mortgage for your income,, plus credit etc of 290pm,,,and you want to add another 16k on top of that?
think seriously about what works you can put on hold until the debts are clear and what works you can downscale or get cheaper0 -
Your problem is a common one, ability to pay but lenders unwilling to lend to this type of scenario. The CCJ on its own should not stop you mainly due to the fact that it was registered almost 5 years ago. The issue here is income (or lack of) and and possibly other damage on your credit file (any missed/late payments in addition to this CCJ will seriously hamper you)
My advice is to approach an independant Mortgage broker with your credit file in your hand and look at getting a couple of well placed credit searches done. Your joint income is going to need to be at least 28k joint as with your credit card debt they will reduce this from your income. I have to stress though that missed / late payments in addition to the CCJ will almost certainly result in a decline, but you sound as though you need to know for certain whether this is going to be possible.

I was amazed when I phoned ACCORD MORTGAGES.. a few questions and NO! SORRY!
anyway....

Again will say all debts on secured have always been paid, on time, why is it so difficult to get funds?
Secured on a house?
Ocean finance?
Anyway in contact with a indepenadant advisor, will report back soon.
I guess important lesson learned, never take out Credit not know the risk, but why the risk so hidden via the banks who give it out?

Or buy the windows one at a time from a local window fitter, I have been quoted £380 for my fair size bedroom window.Debt free and plan on staying that way!!!!0
