Lower Charges?!

Hi anyone heard the charges are going to be dropped come 1st October? I use Nat West and an ad in The Independant Newspaper (16.09.09) stated that the £38 is being dropped to a fiver! £5.... Do they know something we don't about the outcome of the case?
Also I sent for my charges and got accepted as fitting the hardship criteria but was told I still have to wait for this case to be heard and judgement...is this right?

Stumbled upon this as I wanted to contact my bank (Natwest) to see if they could do me a better deal on my OD fees. A bit of googleing later and what you said appears to be true. (Can't post links yet but search google news for Natwest charges).
I'm still planning on calling them any way, so I wonder if they will confirm it, and what it will actually do for me.
