any benefits available for 19 year old in FE?

Her son left school with a few C and D grade GCSEs, then started another course that he left part way through (not sure what level). After spending 18 months with occasional work and not much else he has now been accepted on a course that leads to a level 2 qualification after 1 year followed by a level 3 qualification after a further 2 years studying.

She is delighted that he now seems to be sorting himself out, but worries how he will cope moneywise.

The son lives with his mother and mother's husband (not his dad) who both earn, too much to get any tax credits but not great amounts. They are happy for him to remain at home rent free but can't subsidise him.

She thinks that him being a full time student means he can't claim income support? Is this true and are there any other benefits he would be entitled to?
