Personal liability insurance on rental cars in US

When hiring a car in the US, car hire companies charges an exorbitant daily rate for damage waiver and personal liability insurance. So it's better to get these covered elsewhere. There's lots of places I can go to get damage waiver, but I'm having trouble finding anyone who'll cover me for personal liability. Any suggestions? I should add that I don't own a car, so I haven't any policy to build an umbrella policy on, and travel insurance standardly excludes driving from personal liability cover.

Don't rent the car in the US - rent it here on an inclusive deal from Auto Europe, Holiday Autos, Carhire 3000 - and many more.
They include the insurances needed by British drivers - not those by Americans who may well already have it.0
