Noisiest creaky floorboards ever, and my council tenant rights ?

Haven't had any luck on this forum yet, maybe I'll get lucky this time!
Recently moved into a council property, everything is great apart from the floors... they are so creaky it's unbelievable. I'm so conscious moving around after dark as I don't want to wake the neighbours.
Asked Islington council to check it out, a guy came and determined it was a 'floating floor' made of chipboard slabs and he was shocked himself at the noise it made.
Anyway he's just got back to me today saying despite his efforts Islington refuse to do anything about it since the whole block is like that and (I'm guessing) it'll be a big job and cost them money.
Now, do I have any rights at all in this? Do I have to settle for their decision or can I get them on something.. health & safety, noise aggravation.... anything?
Any advice appreciated, even any tips on what I can do to reduce noise...

Surely, creaky floor boards can be easily remedied by the application of more screws.I can afford anything that I want.
Just so long as I don't want much.0 -
we had this in out council house ,we just sorted it ourselves with more screws!
however one of the said screws went through a water pipe and the council then had to come out to repair that and the celing below.....0 -
If the whole block is like that then don't worry about your neighbours as they'll be making just as much noise.
If you're going to put in more screws get one of those detecter things that beep when you're about to drill through things that you shouldn't!0 -
Just before I had my bedroom carpeted I went around with a bag of nails and hammer, A nail went through a radiator pipe which turned a simple job into hassle. I had to drain the system before it wrecked my newly plastered front room ceiling, and repaired it just in time for the carpet fitters arrival! Now I just put up with them - always having a chuckle to myself every time I stand on a creaky floor board :-)0

thanks for all your replies, I wasn't getting any notifications that anyone had replied so have only just logged on to check today...
They are floating floors... glued together, did buy long screws, but there doesn't appear to be a joist.. is this possible? Think i'm screwed nevermind the floor : /0
