Windows XP Login Problems

My mate has a Dell PC which is hanging either just before the login/welcome screen or on the actual login screen itself. When it freezes on the login screen, at first you can move the pointer over the username but the pointer does not change to allow you to choose a username then after a few clicks the whole thing freezes. It does one of these 2 things nearly every time the machine is started.
I can login in safe mode & i logged in using Last Known Good Config. The system has Norton Internet Security intalled by manufacturer. Using msconfig & i have trimmed the startup programs down to a minimum apart from some Intel utilities for the chipset which are in the System32 file (i have only just found out what these are) & it still hangs.
Have run spybot & adaware & cleared spyware.
Anyone any ideas other than re-installing?

Have you tried running chkdsk/r from the recovery console ?I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

Have you installed any new hardware or drivers, this can sometimes cause the system to hang, if you have go into safemode and remove them, restart and see if its ok then..If you think nobody cares about you, try missing a couple of payments.0

have a look in event log in safe mode for a failed boot, this might tell you what's hanging on boot
