Service Charge Payments

Hi all, i am looking into an apartment to buy, within a document it states that the service charge is divided equally 3/3, and states £300. It does not state if this is monthly or yearly, the building contains 3 flats, with no communal gardens and one small communal entrance and staircase. Can anyone offer any thoughts? regards

Is there a management company running this, or an informal arrangement between the 3 flats, or is it the freeholder? What is the 'document and who does it says receives this money?
