exterior cladding - is it worth it

so your property must be built differently to the other properties in the area
if youve got cavity-wall insulation, & loft insulation, & double-glazing (?), you shouldnt be cold in the house
if you are, sounds like something has failed.
Why must it be built differently?
All the houses were built from the same mould (literally) it's just a previous owner had got our cavity filled and next door hadn't until last week (ours are both privately owned).
All the council ones got exterior insulation when the council updated the houses. (obviously the council had their reasons for doing it that way - I think they were probably going to re-render them anyway and decided to insulate at the same time. Our council was the first to give ALL houses in the district free insulation)
As for why it's still cold, I think it's just concrete warms up slowly - even when the heating on, I can feel cold coming from the walls (even the internal ones).0
